Yes, but we don't need a 5th starter for 2 weeks, so either he is sitting in the bullpen for two weeks, or they put him in the minor league camp to keep him on a regular schedule. Essentially since he still has options, this would allow them to keep his body on a good schedule and to keep him sharp.
Why would you put a pitcher in the bullpen you need to stretch and use as a starter in 2 weeks? Isnt there really only one option and that is get him in rotation at AAA so he is ready to go and stretched?
