They did last year and were allowed to because they had a rookie coach.

This year they have to do it if the NFL decides that they want them.

A couple years ago teams were allowed to decline. As of 2013, they can't decline if they're asked unless they've made the playoffs in the past two seasons, have a rookie head coach, or they've been featured on Hard Knocks in the last 10 years.
