I'm wondering if there's any historical evidence that supports this. A cursory look at current SGs shows that the second year is usually marked by incremental improvement and regression. Rarely do guards reach near their peak during their second year. I'm unsure of where this notion comes from.

He's literally the only guy I've ever heard say that. Completely untrue. Bigs do take longer to develop but that's doesn't mean that guards are largely a finished product by their 2nd year in the league. That's absurd.
 
There's no way you actually watched Cavs games last year to make this statement. EVERY single time Waiters was in the game while Irving was out, the offense ran through Waiters. Whether he started or not doesn't mean shit. He got plenty of minutes and had more then enough time to show us exactly what his ceiling is in year 2. Guards don't develop as slowly as bigs do--I think we're VERY close to seeing Dion's ceiling.

Oh my goodness, in games where Kyrie played, the offense ran through Waiters, only when Kyrie and the starters were on the bench. I was referring to the three games in early January that Kyrie missed. Only being able to look at box scores, it didn't appear Waiters was given charge of the offense with the Cavs starters. Waiters came off the bench, with the second unit as usual in one of the games. Another of the games, Waiters started with Jack, and Jack had seven assists to Waiters zero. That led me to believe, Waiters was not the primary ball handler. My only point was, during the eight game stretch in late March, Waiters was the man, and he didn't do a bad job when called on.

Also, if Waiters stats after the All Star Game represent his ceiling, I'm OK wit that. By the way, are you saying Kyrie after year three is maxed out on his ceiling? What we saw from Kyrie last year, is the best we can ever expect from him?
 
Guards defensively really do not come into their own until about 24 to 26

One thing i noticed in those highlights is Waiters has alot of drives where you have three defenders collapsing into the lane. Waiters is gonna be alot more efficient now that the Cavs should have spacing
 
He's an asshole because he wants new uniforms? He only replied to a question in regular fashion.

What most people here don't realize about Waiters is how special his first step is. I haven't watched every single player in the league extensively, but I watch a lot of ball, and there can't be 5 other guys in the league with that kind of burst.

Look at a freak athlete like Wiggins. His first step is pretty good, even if he can't hold on to the ball to do anything with it. But Waiters, from a standstill, is smoking guys. He blew by Oladipo before Victor could even turn around.

His weaknesses are easily correctable, and he has traits that can not be taught or developed. That's why I'm so much higher on him than most.
 
Man I love Dion. I wish you guys could see this dudes true potential! Really hope we don't trade him away for Love.
 

Watching this video makes me think that there really were some serious chemistry issues with the team last year like all the rumors said. In about half of the highlights, they are in front of the Cavs bench and with the exception of the power facial slam dunks, his teammates don't seem to be happy for him or celebrating with him at all in them, and there are some pretty spectacular and exciting plays in there, it is bizarre to me. It is either a half-assed seated clap by a couple guys, or nothing at all. You see so many teams where the bench guys will stand up and cheer on ANY big play, and you don't get much of that feel in those. Hopefully things will be better and more cohesive this year.

**EDIT after watching a second time**: Seriously, this is NOT a coincidence. The Cavs show Dion NO love when he makes big plays. There is a drive and a two hand dunk finish over Nicholson I think on Orlando around 3:48 and no one budges. And-1s, ankle breakers, spin moves and no one acts like they care.
