If someone told me to draw the state of Indiana as a human being that played basketball, Joe Harris is probably what I'd draw.
6. But it gets worse, because I'm about to write about rookie Joe Harris, too. Yes, that Harris -- the Cavs' second-round draft pick out of Virginia. But second-rounder or not, he too is quite a marksman. I especially like how Harris looks deadly on mid-range shots. He has great range, but looks even better inside the 3-point arc.

I figured we were going to keep him since we gave him a 3 year guaranteed contract.
What does a guaranteed contract have to do with a trade? We gave Dwight Powell a guaranteed contract. Carrick Felix as well. Doesn't mean that Joe can't be moved in the right situation.
Joe is still at the bottom of the trade totem poll on this roster. Teams are going to inquire about him while we are actively looking for a rim protector.
I look at a 3 year guaranteed contract to a second round pick that fits our GM's views and our theoretical offensive system perfectly as someone they are looking to keep. Sure he could be moved in the right trade but I think he is someone they aren't looking to trade.

A team like Indiana or Milwuakee could use shooting. They have a surplus of rim protection.

Anyone can be moved in the right trade. Not really sure you can say we have a surplus of shooting since you can't really have such a thing. Also take into account that Miller and Jones are on 1 and 1's so Harris could potentially take over for one of them next season on a cheaper deal which helps us cap wise.
