I actually think Waiters is a better fit to start next to Kyrie because Kyrie already plays more like a two than a one. It would make sense to put another ball handler next to him who can attack the basket and get him open looks, and that's not even mentioning that, unlike Kyrie, Dion is very much a drive and kick guy, which leads to lots of open threes.
Dion doesn't get Kyrie open looks though. Kyrie's ball handling skills and bigs who stretch the floor get Kyrie open looks. It would make sense to put a big in post who can command a double team and a high percentage shooter at the SG spot. Deng is very ideal for a SF. The problem with having two ball handlers like Kyrie and Dion is that it makes it difficult to utilize a low post threat.
