Figured I'd get my second catcher on deck here before everybody notable is scooped up.

With my 22nd round pick, the Wailing Wahoos select Ray Fosse, catcher.

Career w/ CLE: 1967-1972, 1976-1977
Career Stats w/ CLE: .269 BA, .709 OPS, 50 HR, 230 RBI, 117 2B, 10.7 WAR, 2x All-Star, 2x Gold Glove

Fosse is regarded as one of the best defensive catchers in Indians history, and after doing a bit more research on him, he's in serious contention with Yan Gomes to actually be my starting catcher.

In 1970, Fosse slashed .307/.361/.469/.830 with 18 HR, 61 RBI, 17 2B, 124 OPS+, 5.2 WAR, a gold glove, an all-star appearance, and a 23rd place finish in AL MVP voting. That season, Fosse threw out an astonishing 55% of would-be base stealers (league average that season was also high at 39%).

JDailey needs relievers for at least three of his final four rounds, so he is going to get:

RD22: David Riske, reliever - in 2003 he went 2-2 with a 2.29 ERA, 3.33 FIP, 0.96 WHIP, 9.9 K/9, and 2.3 WAR.
RD23: Matt Miller, reliever - in 2004 he went 4-1 with a 3.09 ERA, 2.87 FIP, 1.17 WHIP, 8.9 K/9, and 1.0 WAR.

Career Stats w/ CLE: 10-2, 3.33 ERA, 3.72 FIP, 1.16 WHIP, 2 SV, 3.2 WAR

Going into 2019, Otero was the veteran reliever of the Indians staff, being the lone remaining bullpen guy from the 2016 World Series squad. Unfortunately, age and injuries have caught up to the soon to be 35 year old Otero, and his future in Cleveland remains to be seen.

In 2016 however, Otero put together one of the best bullpen campaigns of the 2010s for Cleveland. That year, Otero went 5-1 with a 1.53 ERA, 2.33 FIP, 0.906 WHIP, 70.2 IP, 1.3 BB/9, 7.3 K/9, and 2.6 WAR. Never a flamethrower, Otero paved the way this season with his amazing command and was a key cog in an Indians squad that made it to Game 7 of the World Series.

My current (and most likely complete) 7-man bullpen: Andrew Miller, Jose Mesa, Vinnie Pestano, Dan Otero, Paul Assemacher, Brad Hand, Gary Bell.

With my 23rd pick I'll take Johnny Allen.

Although he was mostly a starter, he had experience relieving, with 16 saves and more than 100 games finished in his career. He pitched for the Tribe from 1936-'40 racking up 19.6 bWAR in five seasons. I like his 1937 year best - 15-1 with a 2.55 ERA (3rd best in the league), 176 ERA+ (3rd), 1.254 WHIP (4th), 6.2 WAR (3rd), 0.2 HR/9 (1st), and came in 13th in MVP voting. He'll be a long reliever and spot starter for me.

Pete Rose can rot in hell for essentially ending Fosse’s career in a freaking All Star Game.
 
With my penultimate pick I'll round out my bullpen with a 3rd lefty - Derek Lilliquist.

He pitched for the Tribe from 1992-94, won 10 games, saved 17, and had a 2.55 ERA and 1.174 WHIP.

In 1992 he won 5 games, saved 6, had a 1.75 ERA, 225 ERA+, 0.924 WHIP and 2.5 bWAR. He held opposing hitters to a .187 batting average and .556 OPS. He was equally effective against lefty (.587 OPS) and righty (.523) batters.
