I have the #1 waiver slot. I've been hanging on to it for a while now. Do I just grab Brian Hill just to keep others from doing so? Not sure if there is going to be any real game changers come on the market between now and the end of the season.
My RBs in that league are : Zeke, Jacobs, Singletary, DJohnson, and Pollard.
I don’t think the waivers should be viewed as a way of subsidizing poor management (or bad luck which is often the case in fantasy)It is called area or resource denial in military strategy.
If you can, do so.
Of course, I note in the RBF League, the Top-5 waiver spots are all in the hands of the Top-6 teams. Always great to help the teams already doing well!

I haven’t made a waiver claim in RBF in like 6 weeks even though I have wanted players during that time. Because I exercised constraint to put myself in a good position for a playoff push, I should be punished because other owners are poor drafters and poor With utilizing the waiver wire? How does that make sense?
But it’s not strengthening the top teams. I wasn’t just handed that waiver spot. It wasn’t reset based on descending standings. I have it because I haven’t made a claim in weeks. If I was in 12th because I lost 2 games I instead won, I’d still have that waiver spot. The point of any good league is competitiveness. And strengthening the top teams when others are struggling through no fault of their own doesn't meet that objective.
Presuming shitty management is a straw man. Do you really think people are purposely putting themselves into a position to where they have to use the waiver wire to field a full team? "I'm going to draft poorly so I can get priority in Week 11!" No one does that.
And, if you're doing well then you aren't being punished for not having to replace players.

I honestly disagree with your premise. I don’t think a league should be trying to manufacture competitiveness. Every team should be given a fair shot, but if teams fade into the background for whatever reason so be it. A team that sucks and is 2-8 shouldn’t be able to spam the waiver wire button every week because they know they’ll just get the #1 waiver again the next week or at least a high waiver. It honestly takes the strategy out of waivers. At that point what incentive do you have to exercise constraint? Use it because it’ll just reset next week anyway so everyone might as well put in a claim
But you get a high enough waiver by not using it. That’s the strategy. If I use my waiver this week I won’t have a good claim next week. And honestly man, check out my team in RBF. It ain’t great and I could’ve used that waiver to improve my team a few times. I mostly just get carried by New England’s D scoring 40 points a weekAnd there is no strategy in waivers outside of budgeted leagues. You either have a high enough waiver to get a guy or not.
