This easily can all be done remotely. I saw some sort of tweet that some execs are worried about not being able to do their "psych" and/or character evals in person, but do what the vast majority of us corporate people are doing...virtual. Go back to old school and watch the tape. Grind film.
I doubt there is any technical problem preventing holding the draft whenever they want. The issues are the visits, medicals, and such that they hold dear, for good reason, they're going to spend millions on these draftees. Not to mention the conditions around the country being varied, it would cause competitive advantages which are just as important offseason as in.
