I haven't watched the Rams closely this year, but if they're still running Flood and the most demanding throws are the deep cross and the backside dig/comeback, then Baker definitely has a leg up over Goff in that scheme, from a "can he make all the throws" standpoint.
The problem is--if LA's interior can't hold up, Baker's a sitting duck.
If LA's interior were to be fantastic, I think Baker could be okay in this scheme.
He's a hell of a lot better than Wolford.

Wolford had some of the worst throws I've ever seen from an NFL QB. Multiple times, he was like a full second late and threw a soft duck into multiple defenders with no Ram close to the ball.
