Chris Bosh is entirely in control. He can give them a list of teams, but ultimately, he's going to decide where he wants to go.
If Bosh says "Trade me to Cleveland to play with LeBron" the Raptors have no leverage.

You could do the trade now. Since both teams are out of the playoffs. Hence why the Dalembert to Kings trade happened earlier today
The raptors have no leverage if we are their only trading partner. I highly doubt that we are though. I can see many teams putting together some sort of package that is better than what we can offer. Someone brought up one that the magic would be able to offer that would wipe the floor with anything we could offer. It's depressing really...

That's true to an extent. If Bosh is traded, he's going to go to a team that he's approved so you're right that Toronto has poor leverage. However; if a Bosh trade does nothing but hurt Toronto, i.e. taking on bad long term contracts, they can just as easily say no and make Bosh sign out right. Even though they'd be getting nothing in return, sometimes getting nothing is better than getting put in salary cap hell.
Same situation if Lebron wanted to go to Chicago. We can always S&T him to Chicago but if all they were offering was Deng and Hinrich than we'd tell them to pound salt and make Lebron sign out right.
Except Colangelo already said he's going to S&T Bosh.
And the Raptors have a boner for Mo Williams, always have. I'd imagine that if we offered Mo and JJ, they'd jump at it.

I like the way you think. But, if that's all it took I would be absolutely stunned. I know they don't have any leverage, but they can still get a couple of solid pieces for Bosh.
It would take other pieces and maybe taking Hedo/Calderon back, but JJ and Mo would be more than enough talent for the Raptors. Get a "replacement" for Bosh and upgrade your PG spot.
