He refused backup money because he knew it would damage his shot at getting the settlement money. Now that he got that money he wants back in.

Buddy this is incorrect. No team offered him backup money. Denver wanted to trade for him while he was still in SF but they requested that he restructure his contract and take a pay cut. This was while he was still playing in SF. No team has offered him a contract. Seattle was the only team to bring him in for a visit since he left SF.

This is a report by "sources". Have you listed to what Kaep said himself? Or his agent? That article is not true. What is true is what he himself and his agent have been and are currently saying now. He never made any contract demands.

Did Kaepernick say why this workout is only happening after more than half the season is already over?

I don't think Kaepernick knows why this workout was happening. His agent said he has been in contact with all 32 teams and none had requested the workout. The league office requested the workout but seem to do so with little notification. They also did it on a Saturday and articles I've read said that workouts usually occur on Tuesdays so coaches and GMs can attend if they want. Doing it on a Saturday limited who can come out because of game prep.
From what I've read, Kaepernick's people didn't think it was genuine but called the NFL's bluff to get it done. They had disputes about the media, a video crew, and the liability waiver. Kaepernick's people started making arrangements to do it at a different location when the NFL wasn't giving them answers to their requests on Friday. The NFL apparently didn't give them final answers on stuff till 2:30pm when the workout was suppose to happen at 3pm. That's when they moved it to the other location.
Also apparently Hue Jackson was suppose to run the workout and flew in at the NFL's request. He was offered to still conduct the workout at the 2nd location but decided just to fly back home instead.
