Miley actually started coming on last year when he significantly increased his cutter usage.

Cutter usage by year:
2016: 0%
2017: 11.5%
2018: 41.8%
2019: 52.5%

It has largely replaced his fastball usage, which used to be over 50%, but now sits just under 20%. Not coincidentally, his fastball has always been his worst rated pitch on fangraphs, and the cutter is now his most effective.
