If you assume that all those scholarships would disappear if football wasn't played in the fall for this one season, that's true. But I don't think that is true, and there are a ton of schools other than Big 10/AAU schools that have cancelled fall sports but not wiped out all athletic scholarships.

You can follow the running list of sports being cut by university in above link. To your point, for one season, they'd likely be able to maintain, certainly at a P5 school. But if football were permanently cut?? Scholarships for sports would dwindle compared to what it is today.
I personally, see nothing wrong with giving football additional attention this fall, to make it as safe as possible, and then allowing other fall sports to continue in the Spring (if they don't have a delayed start in fall). If a non-revenue generating athlete doesn't understand the significance of what the football team does for them, they should immediately be forced to take a finance class as punishment.
