He is one of the nicest, most modest dudes of the era.

Here, he infers that he's hired a hitman to keep the British Bulldogs from crippling him following the tooth splattering incident with the Dynamite Kid:

 
As a black man hulk hogan the person might not be the greatest, but as a child in the 80s some of my best memories were rooting for hulk hogan. Was incredible renting all the big Hogan matches.

But since there is nothing else to do, a case can easily be made that early WCW Lex Luger was in the same tier as Savage. For a while, between 1988-1992, Luger was the next big thing and WCW's crown prince to Flair. He was a big deal.

He was essentially WCW's No. 2 or 3 guy (Behind Flair, and Sting, with Barry Windham floating around as an x factor) between 1988-1992 and occupied the same niche as Macho Man did in the WWF (squarely behind Hogan and then Ultimate Warrior).

In that time frame, lets compare their accomplishments:

Macho Man: x2 WWF Championships x1 Intercontinental Championship
Lex Luger: x1 WCW Heavyweight Championship x5 United States Championship

Savage went on to have the better career after leaving the WWF. Luger was never quite the same after failing to get over in the WWF.

But for a time, Luger was very much Savage's equal, if not slightly above him in usage by WCW.
