As @Benway said, it's really an open-faced sandwich.
Like a pizza, which is just a particular kind of Italian open-faced sandwich.
I believe a sandwich should be defined by the origin of sandwiches. The Earl of Sandwich refused to leave his place at the poker table for dinner. The chef wisely placed slices of roast beef in between slices of bread. He did not bake roast beef into the bread dough and bake it.
So just as we place scrutiny on the pizza as a sandwich, we should feel unease calling pie a sandwich. I would contend the bagel pizza and french bread pizza can be considered a sandwich while a pizza, made from fresh dough, is in fact a pie.
Furthermore, the act of baking and the baker creating the meal is exactly why this discussion belongs in this thread.
