Frankie wanted to stay in Cleveland, but he wasn't giving them a "hometown discount". If he had the same offer in terms of money and structure from CLE, LAD, NYY, NYM, LAA, etc. he would have stayed in Cleveland (akin to what Manny wanted back in the day).
