Game clock proposal

So I was thinking of the complaints that the games are too slow, and that this is an issue.

I think the focus is generally in the right place with the game clock idea but could end up actually ruining engagement. The reason why being that there's boring stretches of games and interesting stretches of games, and the latter does have an excitement, for which I think putting it on the clock would be immersion-breaking.

I looked at 2021 stats and saw this:
43.6% of plate appearances happen with a runner on base
25.1% of plate appearance happen with a runner in scoring position

If we were to just focus on putting the clock on situations where the bases are empty or nobody past first base, we could deliver on speeding the game up, without making the pitchers feel rushed in big situations or breaking the tense exciting atmosphere. This does not have to specifically deal with these situations but I just kept it simple and I think when implemented it should be kept simple.

The minors have had it for a few seasons, so honestly I believe we should have a pitch clock/batters cannot take both feet out normally to speed things up. I actually always liked when Buehrle and Tomlin got pitching since the pace was fast and entertaining... I think it would help if we could get to that
 
There is no need for a pitcher to take the ball, rub it up while walking to the back of the mound, gazing up at the moon glowing above centerfield, returning to the rubber, peering in for the sign, adjusting his cap, and then throwing a pitch six inches off the plate.

There is no need for a batter to step out of the box, lean the bat against his crotch, adjust his gloves, reattach the straps on his elbow pad, pick up the bat, take a half dozen practice swings, step back into the box with his hand raised for time, dig two new holes with his cleats, and then nod that he is ready.

We definitely can cut that out... I always thought the best games to watch were Beurhle Vs Tomlin since they got the ball then pitched it right back in... I am not one for rule changes but this is something I think we can do
