Even if the owners feel that the players would never accept this, it makes one wonder if this isn't a shot across the bow to the Rays, Guardians and Pirates owners.

...from a less than affirmative perspective.. by acknowledgement of the low end salary clubs by MLB with the intention of raising the floor.. a major 'bitch' point for the MLBPA is rendered impotent.. IOW.. the MLBPA can't complain about the paltry / exceptionally low payroll on the cheap-o Rays ledger if MLB has already taken the position the cheap-o rays (and others) need to more than double their payroll.. Does the MLBPA want to talk about what they've paid in the past?.. makes them look like whiney millionaires.. This is not the time for that..
