The policy from Ben is that it is not considered political speech. The only restrictions on avatars are those that threaten people, specifically mock someone or are obscene.

However, if one is bothered by someone's avatar, in their Preferences they can --> check "Hide large avatars from displaying on post view" to cease seeing avatars in threads.

If one does not want to hide avatars, one can also simply put an offending person on Ignore.
