Proposed NCAA Rule Changes

Here is a link to proposed rule changes. It appears they want to move the kick of to the 35 yard line like in the NFL. However, touchbacks are now going to be moved to the 25 yard line if this proposal passes.

Quarterbacks will now wear lime green jerseys and if they are 2 hand touched, or if they make a fair catch signal they can avoid being 2 hand touched.
