You break all sorts or baseball rules about drugs, admit guilt in federal court and are complicit in another baseball players death - 60 games.

You don't get charged with a crime after two separate judicial bodies investigate consensual matters and you get 2 years !!

Hate to say it, but Manfred is trying to get Bauer out of the league period. I honestly feel like he has personal motive to do this and honestly he isn't going to win the hearing...

Who isn't going to win - Bauer or Manfred - not sure which way to read your post

Additionally what is a win ?

Is it a win for MLB if the arbitrator reduces the suspension to 30 games, 60, 120, 180 ?

Personally, if the arb reduces it to 60 or less, don't see any other way to look at it but a stunning defeat for the MLB. At 1 year, I probably call it a push

I guess I didn't make it clear, so that's on me.

Bauer is the one who will ultimately win the hearing since there is no way they can justify his suspension length. He will ultimately face some type of suspension, but I doubt it will go beyond this season. That to me is the win since Manfred adding on so many games because of personal reasons. Whether or not the MLBPA likes Bauer, they have to protect him and get his suspension lowered.

Now, when it comes to when he will pitch again, Dodgers I think are done with him, but at the same time, they have to allow him to play if he wishes to do so since he is under contract. If they don't wish to, he will be paid in full and be able to sign anywhere.

So now the question of, he will definitely get his suspension reduced and likely be back in 23... Which team is going to let him pitch though?

I agree, the punishments for break all sorts or baseball rules about drugs, admit guilt in federal court and are complicit in another baseball players death are too weak.

Actually they (the Dodgers & MLB) don't have to allow TB to pitch on their fields/ in their games.
The Dodgers might be on the hook for the money owed by contract but they could tell TB: we will send checks to you but do not report to our facilities or come around the clubhouse. As the employer, they can do that.

Having the right & ability to pitch does not mean any club has to give you the chance/ opportunity to do so.
Consider Collin K in the NFL.... He has right & ability to be a QB but No One is signing him & giving him the platform/ opportunity.
The businesses have rights too.

MLB technically cannot stop Bauer from playing again once his suspension is over as long as a team is willing to allow him to play. MLBPA cannot allow MLB from stopping Bauer from playing again. That goes against the rights of the players in the union...

Now that being stated, if a team is willing to allow him to play again... MLBPA can stop MLB from interfering but is any team willing to sign him if he becomes a free agent and allow him to play?

I'd call bullshit on that, Bauer will call bullshit on it, but this is Manfred's chance to get revenge on Bauer for blasting him over the years so the bullshit will count again Bauer anyway.

Difference is that Bauer is under contract to a team, and Kaepernick isn't. They don't have to pitch him, but I'd bet he still has the right to use the team facilities.

The only obligation the Dodgers have for whatever length of time his contract has left after the suspension is to pay Bauer.

If Bauer wants to play, he is under contract so they have to release him and pay him and see if anyone else will sign him or let him play.

I don't believe that is correct. No player has a contractual right for a team to actually play him.
