What can I do about my loud neighbors

You could murder them for enjoying themselves in their own home
I'm honestly considering going guerilla.

Bust in with no clothes on, slapping several in the face and then stealing their poker cards and throwing them in the fountain.

That may stop it
 
Cops won't show up for noise complaints in my neighborhood. I'm recording but the app fucking sucks and doesn't pick a lot up, especially at that frequency

Yeah, I don't think those recordings will do you much good. The levels make it pretty hard to distinguish what is nominal ambient noise compared to what is loud.

You might be better off also using a video recording, that way there is some context with your voice. But if all else fails, grab a used microphone off Craigslist, like a Blue Yeti USB mic (I have one, they're great). It'll pickup sound in most directions and you can swivel it towards the ceiling to help pick up the sound if necessary.

But the problem with that audio is that it doesn't discretely sound like they're screaming -- just that you can hear them. Almost as though the walls are just extremely thin, or that you both have your windows/lanais open.

Well walls being thin isn't a solution to the problem, its just an explanation with evidence

And did you try my other suggestion of earplugs?
I have plenty of ear plugs and I have a headband that goes over the ears and they hold them in.

I also use a rain noise app.

I also have my window cardboarded

You'd be better off with written affidavits from each of your adjacent neighbors that can hear the noise. Also worth noting, is that obvious drug use (given the "tweaking" comment) is expressly part of the nuisance statute use in Cali.

Also, the walls being thin may simply mean that the unit is not comfortably habitable, and that you had no way of knowing that before moving in; particularly with loud neighbors. Unlike many other states, you do have options here - you're not required to live somewhere that is insanely loud even if the landlord doesn't have an easy fix to keep you in the unit. If the walls are paper thin, and the neighbors can be heard as though they're in the next room - and this is causing you distress - you should be able to get out of the lease.

Moreover, why on Earth would the landlord hold you to the lease to begin with if you tell them your plans to hold them accountable? Most landlords will look at the situation and realize they're going to lose money rather than make money by trying to force you to stay.

I guess the only question I'd have is, how desirable is the location and how fast do you think they can lease your unit? If they can replace you in a reasonable period of time, then I don't think they'd have any issue letting you out of the lease without any litigation.

Alternatively, you could go in, as part of an attempt at an amicable resolution, tell them you cannot live under these conditions anymore, and that you're willing to let them show the unit while you continue to rent for another 30-60 days, and that you only need two weeks notice to leave if they find a new tenant. Most landlords will appreciate that and will immediately list the unit for rent rather than try to hold you to the lease.

Affidavits and the threat to seek out our local network affiliate fixer made our landlord very cooperative very quickly.

The last thing a site manager wants is to be exposed as bad at their jobs.

Their corporate overlords are quick to fire.

I think that's risky and the complex could get the police involved if they figure out it was you. Your neighbor just has to call the complex to ask a question to get you in trouble.

Maybe instead you should try to annoy the complex management as much as possible. If you show up at their office and just make it inconvent all the time, they will probably end up doing something or let you out of your lease. Go there right before lunch or before they go home, make them stay late or have to wait to go to lunch. Be that annoying tenant that they dread dealing with.

Dave, go over their head. Call the local corporate office. A lot.

This has worked for us. The last think corporate types want is being bugged by irate tenants.

Have all the others that are pissed do the same. Do it in shifts.

Shit will happen.

Also he should not make them quick calls or quick office visits. Keep them on the phone or in the office as long as possible, like talk to them for 30 minutes each time.

My parents had a rental property that the tenant would talk everyone's ear off. The property manager didn't want to work for us after 1 year of dealing with her, he had been managing the property for years before that.

Just end every call with solutions you are willing to take. They will want a way out and will given in probably pretty quickly because you will be ruining their days.
