I've always wondered if Garland has a conditioning issue. Even before jaw injury. He always looks like he's tired and I think he uses the slower pace to catch his breath. When he doesn't have the ball, he's very stationary as well. (This is pure speculation on my part, I have nothing to back this up)
I've kind of wondered the same thing but I think I've come to the conclusion that Garland's body just isn't built to go at a high pace like other small guards are. He just might be a skilled basketball player that really isn't physically built to be what we think he should be.
I basically think of it as a distance runner vs a sprinter, they are just built very differently despite doing the same basic thing in running. I just think Garland might just built more like a normal person instead of the gifted athlete that most NBA players are. There is a weird high level of distance running at pace in the NBA with small periods of rest then sprinting for spurts all in a cycle then you sit then do it all over again.
