Shapiro knows we can't compete with the big boys money wise, so we need to lock up our young guns while they're still young (yes, there is a risk involved), before they hit arbitration, and lock them up through arbitration and then some..
If we can't afford them, might as well keep them for as long as we can before they do hit free agency.
