I'm still at 3700 cLories a day and hitting the gym hard. I feel fatter than I did a few weeks ago, but again same exact weight

And I might be wrong, but don't you only need like 1 to 1.3 grams of protein per pound of body weight when bulking?

There are different schools of thought. Some studies support the theory that youre digesting protein mote efficiently so you don't need as much as you typically would. I said better safe than sorry and upped to 300, which is twice as much as several studies say you need before significantly diminishing returns
Too Many factors to consider . I went up about 17 pounds before I realized it and now nothing for a few weeks.Was this recently or something you have done for a while?
