There's nothing wrong with being older. That said, I never had paramount plus before (I downloaded it purely for this purpose) and I've been told you can only change your fixed address one time. So if you've been using the service already, you might not be able to do it.

Does he have Paramount Plus? If so, regardless of where he lives, there's a one-time work around/hack where he can set his permanent address on his Paramount Plus account as Cleveland and be able to stream the local CBS station in Cleveland.

I did mind specifically through Roku and I believe that's the primary way it has to be done.

The Paramount Plus app on Roku gives you the option to enter/change your location one time via zip code.
