I honestly think the lottery system is perfect as it is. There's a good balance of luck and fairness. It ensures that teams that finish with the worst record that genuinely need the talent get that talent, while not necessarily guaranteeing it will be top 3.

And it was awesome when the Cavs kept getting the luck too.

Well, the Bennett year was kind of a bummer to win it all, since the Cavs could have likely drafted Bennett at #5 if they had not picked him at #1 and then Bennett's higher salary for being #1 forced the team to move more salary top make room for Lebron, which might have cost the team the #1 pick that they sent to Boston. Who knows. Whatever. It's not like they let Boozer out walk for nothing like the team did in 2004, or we were forced to watch fat Diop play for 4 years before he left for nothng. Cavs have a fun team for the first time in years. Party on.
 
I bet all Philly fans are happy right now the new lottery reform didn't pass.
