The Cavs will have approximately $113 million tied up in contracts before addressing Delly's restricted free agency, and also Mozgov's unrestricted free agency, and the projected apron is $116 million.
They will have two vet min free agents in Richard Jefferson and James Jones, and I expect both to be brought back. Other than these 4, the Cavs can look to add to their team in a few places without any concern of losing anyone out of their control.
The Varejao trade is tiring out to brilliant in many facets. Not only did they upgrade their talent in trade with Frye minus Andy V, and not only did they save close to 10 million in luxury tax with the move, they also extended the expiration date on their large trade exception (Haywood) another year, which is huge.
Without Andy's now 9.6 million trade exception in hand (Haywood's was roughly a million more), the Haywood exception was set to expire this coming July. This would have forced the Cavs into making a move right after the offseason, unless they chose to allow their biggest roster asset/chip to simply expire.
The Cavs have been long rumored to be targeting the all elusive backup 3 to Lebron with the exception, but with little to no assets to attach with it. The only scenario the Cavs had to acquire a legitimate player with the exception THIS offseason would to have been the next to impossible... Find a team so desperate to get under the cap they would simply unload said player as a salary dump, whether straight up to the Cavs, or worked into a 3 way deal somehow. The long and short of that scenario was it would have been next to impossible and the Haywood exception likely would have expired. Since the Cavs are over the apron, they can not sign and trade any of their players and this would have kept them from adding any players of substance in trade.
With this new Varejao exception, it now does not expire until the summer of 2017, along with Jared Cunningham's 900 k one as well. Not only was using the Haywood exception unlikely from a lack of asset point of view this offseason, it also was unlikely due to the exorbitant luxury tax penalty it would have brought on with it. With no salary going out via trade to help offset the incoming salary, absorbing a player into the exception would have not only cost the whole player's salary, but multiplied several times over due to the luxury tax. A 10 million player would have cost Gilbert 50 million, with very few players worth that cost.
This new exception does two things great for the Cavs. It gives them a quality insurance blanket now in case one of their key guys go down next year and a replacement is needed. It also gives the Cavs some more desperately needed time, to both acquire additional assets and give themselves an ability to liquidate their own assets under contract, where as this offseason they couldn't have.
Now, the Cavs can sign Mozgov to an extension, and then later trade him to acquire say a Trevor Ariza from the Rockets who will be under contract for just under 8 million. To acquire Ariza this offseason, the Cavs would have needed the Rockets to simply salary dump Ariza. Now, they can attach a quality center in Mozgov whose better suited for Houston's system especially with Howard likely on his way out. Financially for the Cavs, Mozgov's outgoing $ will help offset the money and limit the luxury tax penalty significantly. Having another year allows the Cavs to not even need to use the exception now, just keep it as a great insurance policy.

PG: Irving/Dellavedova/Mo
SG: J.R/Shumpert/Mccray
SF: Bron/Dudley/Jefferson
PF: Love/Humphries:Jones
C: Thompson/Frye/Mozgov
My ideal offseason consists of this:
1) Sign Delly to multi year deal. (RFA)
2) Extend F.A Mozgov.
3) Extend vet's RJ and JJ
4) Keep McCray as 3rd SG
5) Sign FA Jared Dudley with the Tax payer Mid Level exception.
6)Sign PF Kris Humphries to vet min (what he made this year).
Reasoning:
Dudley is considered both a 3 and a stretch 4, and with the addition of Morris at the deadline, I think he can be had as a perfect fit in our system with shooting over 45% from 3. When looking at the Cavs roster, I think the perfect compliment to the Cavs bigs is to add a cheap, role playing big who runs the floor well, is a plus rebounder/post defender, and can hit a pick and pop elbow shot extended out to the 3 point line. Hence Kris Humphries, the perfect fit.
I would target Ariza around next season's deadline, and center the offer around Mozgov. If we were to somehow land Ariza, then that would give the Cavs an amazing rotation option of using Dudley as a backup stretch 4, or Humphries as defensive specialist.
