Analysis of "bad offense" around the league

I have been wondering how many teams consistently score under 80 points in the NBA, and, after yesterday's game, I actually looked at the numbers. I think the numbers are interesting and informative, but, first, I have a few disclaimers:

1. I randomly selected "under 80 and lose" as a measure for a bad offensive game. At least one team (Was) has three losses in which they scored 80 so the measure is not perfect.
2. Clearly, the East tends to have lower scoring games than the West.
3. I quickly looked at this and did not double check all of the numbers.
4. Injuries can significantly impact this stat (see New Orleans)

Some notes as it pertains to the Cavs:
1. they have the 3rd highest number of "bad offensive" games by this measure
2. they have more than twice as many "bad offensive" games compared to the league average
3. Only one other team with a winning record has 3 or more "bad offensive" games - San Antonio (3) (12 total teams with 3 or more "bad offensive" games)
4. Of the 12 teams with 0 or 1 "bad offensive" games, only 3 have losing records - Sacramento, New York, Golden State

While interesting (at least to me), I do not have a definite conclusion. I would think that the data point to a team that does not play hard consistently, and I would think that the offensive system clearly is not "state of the art."

I would be interested in your thoughts regarding this information.
