I wouldn't limit that to one party.
There's literally only one party in power throughout Washington. The Democrats can't pass legislation, and haven't been able to for years.
Also, the Democrats have not consistently relied on the threat of the filibuster, historically, when they were in the minority in the Senate during the Bush years; at least, nowhere near the degree to which McConnell's Senate has historically.
So, just to be clear; there isn't really parity here.
