What's the big deal if he leaves his football stuff in his locker, suspension or no? It's not like he's going to need it.
And what else are the Browns supposed to do with it? It's his jersey, gear all his size and perhaps some fitted especially for him, etc.. Can't see any reason why they would empty it out. After all, they're not cutting him, and expect him to return next year.
They would absolutely remove his stuff if he's barred from the facility.
Equipment managers would use the helmet, pads, etc for someone else. His locker is fully stocked, they obviously are preparing for all possibilities.

Pretty sure that stuff is custom tailored for his preferences for his body. This isn't a high school team that needs to collect jerseys, helmets and pads. The Browns can afford to have his stuff there as a "memento", so no, they won't hurry to distribute his equipment elsewhere because they don't need to.
Either way, they wouldn't leave it up as a "momento" for the season.
So it could give the team a little momento to start the season with!
You always want momento on your side, amirite?????
Being in baseball PR doesn't make you an expert on the equipment allocation, so please don't act like you know that his stuff will be gone because because you've seen it done.
