Why would anyone say a player who is only 23 has reached his ceiling?
Read the article in Bleacher posted yesterday, said exactly this.

How much better is Delly going to get? Is he going to be putting up +50 plus minuses next season? this is likely as good as it gets. His lack of athleticism limits his defensive up side. He needs to work on his shot a little. He has a fine view of the floor. Could become a little more crisp passer, but that could also be due to his lack of length, and playing out of position being defended by bigger players sometimes. In my mind he's a career low usage back up point guard, who can play minutes next to a combo guard. And i'm okay with it. He landed in a very good fit here. But, I think his upside is capped aside from I expect him to get more consistent with his shot.
Did you just compare Delly to Jack? My god.. my eyes..

Think of a list of PG's that do not have the athletic skills of MJ but that still had a great career: I'll start with Stockton ... who else?
