I believe that business structure was originally created because the Haslam family wanted to micro-manage. They saw the Browns as a fun new toy Christmas morning. They even pushed for his personal jester of choice to entertain him - Johnny Manziel.
Those days are gone, IMO. He has been checked by the reality that winning in the NFL isn't a given. Years of failure landed him in a position of wanting to step back and trust somebody who is good at running an NFL operation. If anything, the mistake was hiring too many chefs for just one soup. He wasn't playing with the franchise, he was desperate for a success.
This coaching choice is a litmus test. Dorsey has stepped forward more than anyone he has hired in the past as a guy with the right answers. I'm not ready to assume the Haslam family is going to fuck this up because in the past he had reasons not to hand over full authority. Now he does.
