I just don't think we have the ability to develop players. After seeing multiple high first round picks falter on the Cavs, I do not think we have staff in place that can help these guys get better. They either have it or they don't. If they don't, they flame out.

Thats not time to develop their skills..
Back in the day, players would stay for 3-4 years and come in the league and be ready to go.
NBA isn't a league to fully develop players..often they have to put in extra work more than what the coach has time to do, depending on how long he lasts.
The other factor is the one you speak about..Cleveland.
Look at those first round picks from the past and understand they didn't really have the talent to develop into anything.
Irving was one who developed because he had skills..Lebron..well I don't need to say much..
While I don't care to list the names, Cavs made some bad decisions on player evaluations way too many times and it stunted the team .
Other times with some lower picks the Cavs jettisoned them way too soon , be a trade or a redundant draft pick the next season.
Garland? I can't speak on him ,how many games did he play in college? 4?
He's one(among many)that needed to stay in for another season or two.
He's a deer in the headlights at times, other time you see some skills.
He has a ton of things to learn and how to fit into the NBA.
Thats going to take some time for him.
