I agree that they made that decision early in the offseason, and decided to move Sexton and keep Garland. But moving Sexton didn't happen, and we're going to have him for at least a while longer.
The question then becomes whether their respective performances this season -- especially in terms of interacting with the big guys -- could lead to a re-evaluation. If Sexton ends up progressing, and Garland doesn't (and I understand that is a big if), could they reconsider? And is there any chance that Rubio's performance/willingness to stay on might impact that decision?

You missed the key part of that my brotha...
You cant properly evaluate until you put them in their right role. Right now JBB is trying him in a reverse 6th man role. Starting him each night and pulling him without fail at 8 mins for Okoro then we have Okoro closing for defensive purposes (he's really impacted the last two wins majorly in that role). Seems he'd rather be closing games than starting them, so perhaps this is a "prefix" preparing him for the proper role.
Eventually, I'd like to see Okoro starting and Sexton being the first guy off the pine and THEN Sexton based on flow and matchup having the opportunity to close games. As long as you have Garland and Sexton starting next to each other you cant properly assess either of their growth, to me. We know for a fact they wont work together as starters and we're just prolonging the inevitible.
I think it does better for his long term prognosis to stay a Cav, if they rip the bandaid off and put him in the role he should be in without regard for his trade value, honestly. I love the kid and want him here longterm for the right price and in the right role. Grow a pair, and let's do it now.

We're trying to run an actual NBA caliber offense this year. The fact that Sexton has only taken 17FGA at the rim over four games tells you as much. This is the first year since LBJ left that our offense has been more complicated than Garland or Sexton beats their man of the dribble and we play off of that action.So far this season, Sexton has made 17 FGA at the rim. He's made 13 of them, so there clearly has been room at the rim.
In contrast, Garland has attempted just 2.
Again, I'm not trying to pick on Garland. I am actually trying to get away from the unfocused condemnation and negative remarks that infested this thread, and pointing to a very specific issue that can be both objectively measured, and is fixable.
When I watch Garland, I see a guy who is a very good passer, but who sometimes is caught on the perimeter just looking for passing opportunities rather than creating them by putting pressure on the defense with penetration. I think that's why he sometimes looks like he is pounding the ball or just wasting time dribbling on the perimeter. He's waiting for those opportunities rather than creating them.

That still doesn't address the specific possibility I mentioned of what happens if Sexton shows progress in terms of distributing the ball/defense, and Garland doesn't. I know your thought was that Garland's natural aggressiveness will come through the less he plays with Sexton, and there are going to be a lot more of those minutes now that JBB is shuffling rotations. And that may very well happen. But what if it doesn't?
I can't buy that they are absolutely wedded to Garland as a starter and Sexton gone or 6th man come hell or high water. I think how each of them plays this season can still impact the final decision. Heck, what they get offered in trade for each guy could impact that final decision.
My thoughts exactly. I liked when JBB subbed Okoro in for Sexton fairly early (less than five min into the game IIRC), but didn't care for his decision to sub Rubio in for Garland the very next whistle.I don't have a problem with that at all, but I think you could just as easily argue to start Rubio with Sexton as Okoro and Darius. JB was doing Sexland and Rubio/Okoro when I think splitting them up the other way makes more sense.
