I'd like to see the rules changes on draft order, both for the NBA and the NFL. The draft order for the playoff teams would stay the same. For the nonplayoff teams, for the first round only, reverse the order from what they do now: so, the team with the best record would get the number one pick, and so on with the worst team getting the 14th pick (or whatever it is -- the number of teams that don't make the playoffs). Then there would be no tanking. There would be incentive to win as many games as possible and fans wouldn't be torn.
The bad teams are bad year after year anyway and don't take advantage of those top draft picks. I think it would be fine for the "almost" playoff teams to to be fighting for that top pick. I don't think teams would lose on purpose to just miss making the playoffs -- making the playoffs is always the first goal of every team.
