But that's not a balkIf he throws to second base with the runner not taking off from first, just call a balk. That will stop him.
But, I agree, it's not doable. But there should be a way of stopping a pitcher from soft tossing to the first baseman to stall for time. But even if they did that there's nothing to stop the pitcher from tying his shoes, going to the resin bag 15 times, digging around the rubber, having an infielder come in to check the signs, etc.

They could change the rule to make it a balk. But like I said, there's no point in trying to institute a rule that eliminates fake pickoff attempts. If the pitcher wants to stall there are plenty of other things he can do besides playing catch with the first baseman.But that's not a balk

Totally agree - that would be like allowing the pitcher to just wave a batter to first base instead of throwing four balls. Or like putting a clock on the pitcher, or making him face a certain number of batters. Never gonna happen.They need to make sure never to even attempt the rule change of the number of throws to a base, plain and simple lol

There are more ways to decrease the length of a game than these penal or gimmickey rules... Perhaps, there might be a bit of nostalgia about the easy summer evening games and the slower build to the culmination of a contest well played..
