That's almost exactly what it is, honestly. It's the world of Fallout (and, really, Fallout was basically inspired by the original Wasteland) with the turn-based gameplay of X-COM. The only real difference is that Fallout's world has that distinct 50's vision of the future aesthetic, whereas the world in Wasteland is more like our own.
I mean both the original Wasteland and the Original Fallout were done by the same studio if not by some of the same people.
The most overlooked thing about the games imo is Brian Fargo since he was the lead on both projects. Interplay lost the rights to Wasteland to EA (publisher). If it wasn't for that Fallout would have been the official successor to Wasteland as that was the intended purpose when they started development.
One of the weirdest histories for a series (fallout & wasteland) in the video game industry if you ask me.
