Clinton fucked everything that moved, that was his problem. He didn't just fuck Monica, and that was the point of many folks on the Hill. This was habitual for Bill Clinton and he brought this bad habit with him up from Arkansas.

But with respect to Monica, they were in close proximity often and developed a friendship. She eventually parlayed her affair with the President into whatever money and fame she could.

I think they both very much regret their choices.

In fairness, Bill Clinton is not the only President who fucked around in the White House. Going back to Roosevelt it was common practice. In fact, the only Presidents that didn't have mistresses (or male whatevers) in the White House, AFAIK were George H.W. Bush and Ronald Reagan. And H.W. actually had had a mistress, but was caught in the mid 70s and 80s, so by the time he was in the White House it wasn't likely something he'd risk again.
