Is every part of someone's brain 100% fully developed before 25? Apparently not. But the question is whether or not the undeveloped percentage is so significant that we shouldn't consider 20 year olds mentally competent and/or responsible for their actions.

The frontal lobe is most certainly not developed in the vast majority of people at 20.
This is true, but when you are also good at sports, even at lower levels like HS your behavior keeps getting swept under the rug, because sports. Hope we don't have a Josh Gordon on our hands here.And yet...the vast majority of those 20 year olds -even 16 year olds - still somehow manage to hold jobs, and live a reasonable life without going over the edge. Some become incredibly accomplished academically or professionally with tremendous self-discipline. Agreat many are kind a decent people.
In the military, the vast majority of your 18-20 year olds manage to show up for every formation, follow orders, care and even scrifice for each other, etc.. Some even have led armies successfully. Yes, they sometimes do stupid things, but for most, they're little stupid things.
They're not running around committing crimes of significance or engaging in random violence.
They have moral compasses and know right from wrong. And they manage all of that despite the vast majority not having fully developed frontal lobes.
All of which means a "fully developed" frontal lobe is not necessary to behave as a responsible, moral person, or to be held to that standard.
