Those penalties need to go on the QB, for not letting guys get set, just like illegal screens in basketball when the ballhandler leaves before the pick is set.

The Browns run a ton of motion, especially on running plays, which requires the TE to move across the formation and re-establish himself tight on the other side of line. Obviously the WR has to also back up as to not cover him. So there’s multiple moving parts (the WR on the original side also has to slide forward).
Ultimately the QB really has to be the guy in complete control over the snap count there to ensure there’s no illegal formations, which I believe the Browns got dinged for 3x last night.
But that was also Keenum’s first extended action in a while, so I’m sure he was a little rusty.
