It's obvious that it all comes down to money for these players. The Wizards very well could only go so high to resign Hughes considering their payroll is already pretty high and they have some big contracts. If the Cavs go higher with their offer than they have a chance.
The difference between Hughes/Johnson from Allen/Redd is that both Hughes and Johnson are used to not being the #1 options on their team and playing with big time scorers. Both Redd and Allen seemed to want to be #1 options. Hughes and Johnson would appear to be better fits with a player like LeBron and could accept being 2nd fiddle.
