I'm just trying to be realistic...do the Browns really have a talent advantage? By unit, I think it'd go:

QB about equal
RB > Browns
WR about equal (prob a bit controversial but AJ Green is healthy and not a diva. Tajh Boyd is actually pretty good)
TE > Browns
OL > Browns

Defense
DL > Bengals as a unit even with injuries
LB > Bengals and its not close
CB > Bengals based on entire unit
Safeties > Bengals and its not close

Special Teams > Bengals

I think overall, I'd give advantage to Cincy I think.
