If there's no cost, that's a really tough call. Bryant was better (although not by that much) last year, but Beckham was just a rookie. If he makes a leap, he may well be the better receiver this year. Bryant has a more reliable quarterback throwing him the ball, though.
Honestly, you're probably fine whichever guy you take. They're both generally considered top five receivers going into the season, and it's just impossible to say which one will be better this year. I'd probably go with Dez since he's a few years older and effectively has his place locked in as the main offensive weapon on his team with Murray gone. Plus, Tony Romo will have like half an hour to throw the ball every snap, which gives Bryant plenty of time to get open.
