When the offense breaks down and the shot clock is expiring they get the ball to Sexton because he's the most likely to either score or draw a foul. Compared to other "combo" guards in the NBA he ranks in the 73rd percentile in points per shot attempt. He's in the 52nd percentile in eFG%, but that doesn't factor in the times he gets fouled and the free throws he makes. Getting fouled and making both free throws is just as valuable as making the shot, but it doesn't get counted in your eFG%, so points per shot attempt is a better indicator.
For example, Joel Embiid ranks in the 45th percentile among bigs in eFG% but because he draws so many fouls he ranks in the 83rd percentile in PSA. I'm pretty sure no one would argue that Embiid doesn't "score at a high enough rate on those shots to positively impact the game".
