No, it isn't. I'd argue it's every bit as bad as the rest of the prequels. Anakin goes from being slightly troubled to mass murdering children over about ten minutes of screen time. The fight at the end is a godawful overuse of CGI in what should be a close-quarters, personal fight filled with emotion. Instead, it's a mindless, twenty minute long fight with boredom as you wait for the inevitable conclusion that you don't even care about because Lucas spent three movies turning Darth Vader into an emo pussy who was impossible to like.
The acting, outside of Palpatine (that dude was having the time of his life and is about the only good thing about the prequels), was as bad as we'd come to expect from the prequels. The cinematography continued to be lazy, as Lucas spend the bulk of the film directing from a chair sipping from a cup of coffee while two people vomited exposition in front of a green screen with the most generic blocking imaginable. Seriously, damn near every scene in this movie is just a couple of people talking in a room (or walking down a hallway and talking) with one person occasionally turning to look out a window. It's remarkably lazy.
It's just a really bad overall movie. Bad writing. Bad direction. Bad CGI. Bad acting. Bad cinematography. Fight scenes that are so overchoreographed and lacking in any form of drama or emotion that they are not even enjoyable.
Oh, but it's PG-13, so it was edgier or something I guess.
