Is the rule that he has to make the 27 man roster? Or just 40 man roster?

After signing for $200,000 out of the Dominican Republic in July 2019, De Los Santos had to wait almost two years to leave his mark on the Minor Leagues, but he did so loudly by slugging .610 in 25 games in the Arizona Complex League, prompting a move to Single-A Visalia in his age-18 season. He repeated the California League in 2022 and won its batting title with a .329 average, though he stood out most for his loud contact. Stops at High-A Hillsboro, Double-A Amarillo and the Arizona Fall League humbled De Los Santos a bit (especially the AFL), but the D-backs wanted him to be challenged before he enters his 20s.

Because of the way he’s able to get into his lower half and dig into his strength, De Los Santos has the near-top-of-the-scale raw power that ranks among the best in all of the Minor Leagues, and he has the elite exit velocities to match. He can get overly aggressive at times, and more advanced pitchers can take advantage, particularly through the use of softer stuff. De Los Santos will still only be 19 on Opening Day 2023, so time remains on his side to adjust back to that approach.

Arizona officials remain believers that De Los Santos can be an average third baseman in time, but he’ll need to work on his consistency at the hot corner to do so. He also may lose a step or two as he continues to fill out, and that would push him over to first, where he’s already getting fairly regular starts. He has the power-first profile to fit at the cold corner, even as a right-right player, and potentially get ABs in the middle of Major League lineups.

Interesting. Have to think it’s a conversion to OF then and competes for RF job?

Here is the official list of selections.... many pitchers not taken that I would have taken for our 8th spot. And this guy could have been kept over Rivas (if Manzardo doesn't break out or issue with service timing) to get that 38 spot
 
Is it too high of an expectation for me to think of him as our David Oritiz or Junior Camerino?
Of course, but unreasonable expectations are acceptable as the last official league activity of the year wraps up.

Someone correct me if I'm wrong, but the Guardians can also trade him, right?

My best guess is that they used their open roster spot to claim the highest rated prospect they could today to use as filler in an upcoming trade.
