Most goals scored in group play is the next tiebreaker. So, it would depend on the score of both games. Right now Germany and Japan both have two goals

After all the head to head tiebreakers, it goes to fair play points (cards and whatnot) then I think the last tiebreaker is a coin flip (ball lotto).

Well Germany did win by two goals. They kind of did what they had to IMO. They were never going to make up that 8 goal difference versus Spain. They needed the Spaniards to win or draw which should’ve happened.
